  • International pressure grows: AEPO-ARTIS calls for private copying levy cut to be reversed

    02.09.2024 Sari Aalto-Setälä
AEPO-ARTIS, representing European music and audiovisual performers, has expressed grave concerns over the Finnish government’s proposal to halve the private copying remuneration. According to the petition, the cut is not in line with EU legal obligations.

AEPO-ARTIS joined a number of international organisations calling on the Finnish government to reverse the cut in private copying levy.

The organisation stresses that the cut is not in line with the EU’s legal obligations. The private copying levy is not a discretionary cultural subsidy, but a legal compensation for loss of income for artists.

Among European performing artists, private copying levy is the second largest source of income. According to AEPO-ARTIS, the reduction from the current €11 million to €5.5 million will significantly weaken the already precarious financial situation of artists.

“At a time when the promotion of Finnish and European culture is more crucial than ever, the proposed budget cuts will have damaging effects on the cultural landscape. Therefore, we urge the Finnish Minister of Culture, Ms. Sari Multala, to reconsider this decision and remain open to further discussions on this critical issue,” the organisation said in a press release.

AEPO-ARTIS is a non-profit making organisation that represents collective management organisations of performers’ neighbouring rights. Its 39 members are active in 29 different countries and represent more than 650.000 performers active in the music and audiovisual sector. Gramex is a member of the organisation.
